First of all, Why does the Replication Software change any data, i.e. strip
off leading zeros?  This seems to be the problem and I would go after that
then worry about alpha sorting using perhaps an alt collating sequence.

Anyhow, the plants that use numeric numbers get the number stripped of
leading zeros (this is done automatically by the replication tool we use).
So, it makes the number sort all funky.  (ie 900 is greater than 1101.)
