James, 
I use a personal firewall on my home PC for when i'm online (I use Blackice,
but there are various ones).  Depending on which ISP i use (i use several) i
can get port scanned between once a week and several times a day.  I too
have dynamically assigned IP addresses.
You may be a moving target, but hackers use scatterguns.
