I've had an eyeful of this looney at times humerous banter on qualifying
applicants...

Yeah, tests and coding demos and having them stand on their heads and
dance on one foot is nice, BUT, ** NOTHING ** beats getting a referal from
someone you know.  And, since the 400 community is so small basically
nobody has to go "6 degrees" to get the word on a programmer with any
experience..  The thing I found most useful, is developing the local
contacts at my user group then if I need to know who's good and looking or
if I need to know the skinny on someone, chances are that finding a
contact or reference is rather good...
