Has anyone run accross this?

New V4R4 box... supposed to come loaded with latest PTFs.  When starting
HTTP server, it takes about 2 or three minutes to kick in.  It looks like
it's runing, but in NetStat it keeps doing a couple things..

 remote    local port  idle time   state
   port     port
-----------------------------------------------
 domain     5315       000:00:00  SYN-sent

and then

   *          8894       000:00:00  *UDP 

It goes back and forth for a couple minutes, then the http server shows that
is started.

FTP seems similar.  FTP server is running.  When  I FTP to the machine, it
sits at "connected to xxxxx" for a minute or more and then gives me the
signon.

Hmmm....
