Try CPYTOTAP.  Ask them if they prefer standard label or non labeled tape.
Give it a block size that's a multiple of the record length--a good one is
INT((32k -1)/reclen) * reclen .  

Copy the file directly, don't send them a SAVOBJ. Here's a screen print for
a standard label tape made from a file with a 666 byte record length.  It
assumes that the device file is called QTAPE.  I think I remembered the
relevent parameters, haven't done this in a couple of years.
