HTTP server instances/configurations

I'm confused about http server instances and configurations.

Is running multiple sites on the same AS/400 the main reason behind the
ability to run multiple simultaneous configurations?

How does the server deal with conflicts between configurations?  For
example, it doesn't seem like it should be possible to run two instances
simultaneously which contain conflicting MAP directives.

Any clarification on this topic would be appreciated.
