No PTF required. The AS/400 from V4R2 has a function called Netserver that allows the IFS to be seen through the Windows Network Neighborhood. Client Access is notr even required. Although to configure shares you have to have Operations Navigator Installed. Try using the Map Network Drive function //ASIPAddress/QIBM , this should allow you to map a network drive to the QIBM Directory. If you have Ops Nav installed then use the Network>Servers>TCPIP>NetServer and create a share for the objects you want to gain access to.
