Yes. This is normal. 
It looks like you used option 14 (create bound RPG) to create the program.
In this instance, the intermediate module is created in QTEMP, and the RPG
program is created from that. The "temporary" module in QTEMP is deleted.
If you were using option 15 (create module) or CRTMOD then CRTPGM, you
wouldn't store your modules in QTEMP, but in your program library.
