At least, not for the RPG certification, which is the only one I have taken. It is based more on industry experience than anything else. Anyone who has not at least made an attempt to keep up their technical skills through industry publications, seminars, user groups, etc. will have a difficult time with it. Of course, the second part of your statement could still be true.
