Eric, You have to change both of them at the same time to have it all work correctly - changing QUTCOFFSET by itself won't change the time automatically. The UTC offset is important for getting timestamps correct on e-mail, for people using the /400's SMTP capabilities. I don't know if there are any other considerations for it.
