I'm on green screen V4R3 mixed mode & when I want to access something, even 
as QSECOFR, I have to add it to my library list.  There is a WRKSYSVAL that 
sets what system libraries everyone has.  There is something in user profile 
for user default library, then there is application software that adds what 
user libraries you need to your library list.  I do not know how you do 
equivalent from CA.
