You are most likely correct.

Another thought also occurred.  The issue is not how many physical devices
or sessions, but how many display devices are configured (At least on an old
V3R6 50S I used to work on).  So, they might want to do some cleanup.

Not necessarily so.  Address sharing came in with V3R1, but the only piece
of hardware it was ever enabled to my knowledge was the 3489 (possibly the
second generation 3488).  So I can configure my 3489 with four sessions
using one address.

The performance sharing one address is not as good as four separate
devices, but you need a job do be doing something really gross to get the
cross-over effect (like send 600 status messages a minute).
