Confirm that the user id and password are NOT defaulted in the config of
the router so that you will be prompted.  If you do not get prompted for
the userid/password (as I suspect since you are getting the "VxD activated
link failed msg") then you need to appy the 31xupd.exe NSrouter patch which
is available at:

ftp://ftp.netsoft.com/pub/support/pub/patches/portfolio/midrange/31x/

Since you are using CA/400 there may be a more relevant patch on IBM's web
site.  

Be sure to copy the ..\elite\system patches to \windows\system as directed
(cA400 may be different).

Also, be sure you have the following entries in your system.ini file
(start; run; sysedit)

SYSTEM.INI file entry:

1.      Start; Run; SYSEDIT
2.      Make the following device entry in the SYSTEM.INI file under the
[386ehn] section:

        Device=C:\WINDOWS\SYSTEM\VDNSWQ.VXD

3.      Make the following entry in the SYSTEM.INI file under the [386ehn] 
section:

        IBMDefaultTwinax=N
