In case anyone is curious about this, I ultimately found an information APAR, II11189, which describes my problem and then goes on to say, in effect, "screw you, it's a feature". And the people here at Spartan who have the problem with it in effect "program described" the record layouts that they're using for their ODBC uploads to the /400, so it's a dangerous feature for us here.
