With Netfinity they have to pay for the Processor,  and the OS.
With the AS/400 it's their chip and OS

Which one do you think would have the best margin?

On the other hand,  They have made desisions like this before.  

They had/have and OS they own outright 
and yet promote Win98/2000

Remember OS/2 ?
