This has been a problem with Telnet terminal sessions since V3R1.  The
difference is that  your 3197 is running on a *real* device description that
takes the system values into account for DSCJOB.  Your telnet session is
running via a virtual device QPADEVxxx if I had to guess at it.

Go out to the AS/400 web site and do a search through the informational
APAR's.  They tell you how to set up a device description for a telnet
session.  There have been many posts for this in the past and should be
available at www.midrange.com in the archives as well.
