Doesn't b) just open the local host for local ftp, then immediately close
the connection, then open the real connection that you want? It doesn't even
do anything at that first step except to issue the "close" command.  Would
it have been some programmer's idea of a way to see if the local FTP server
was actually running?

Personally, I type ftp 'localhost' as it's much easier to type than
ftp '127.0.0.1'.
