Since it's TCP suite related, I don't think that the AS/400 has any major
advantage over its rivals.  If someone deliberately abuses the protocol by
initiating connections and not following through, there's no defense except
the detection of abuse and the dropping/rerouting of packets from the
abusive hosts.  In this regard, I think that the AS/400 is behind, since it
has so few network diagnostic tools.
