I didn't believe it either but I just went and looked.

Go to the Databases entry under your AS/400 and select the library you want to
work in.  Right-click on the file you want to se permissions for and select
"permissions".  if you click on the columns button at the bottom of the display,
you can set field level permissions within that file.
