If you have two AS/400's, one remote and one local.  And on the 
remote one QINTER  is down.  Then all you have to do is to execute 
the command SBMRMTCMD and pass it STRSBS QINTER as one of the parameters.

Now let's say you only have one AS/400.  Then from any NT/95 pc 
attached with Client Access just click on Start, Run and then type 
in RMTCMD STRSBS QINTER.  If you connect to multiple 400's try
RMTCMD  //systemname  STRSBS QINTER
