Did I miss something here?  I don't recall seeing what kind 
of lines you ordered from the phone company:  Leased, V.35, 
or whatnot.

Have the same setup using 7852/400 modems and it works fine.. The modem
setting
is the most likely problem, very closely followed by phone lines... Many
phone
folks will toy with you on this... I would first set this up in a normal
"dial" setup and get that working and then switch over to lease after
all 
the other wrinkles are gone.... Modem cables can be a problem.....
