I'm well aware of that.  My disbelief was for IBM including a major component in
a chip set that was disabled in ALL target models.

Dave,

IBM has a long history of shipping machines with "full" speed/function
and disablers/cripplers to create a particular model.

To upgrade your system, a jumper was installed to bypass the crippler.

Now adays, it's probably done with software instead of alligator clips
and a piece of wire.
