the AS/400 FTP client it's HELP SERVER RCMD. Apparently the "quote crtl lib"
is a shortcut. I tried it here and it worked fine.

Um, yes... RCMD is a valid subcommand on the FTP server (must be passed
using the QUOTE ftp client command) ... it's used quite often by our product
(Implementer) for FTP file transfers.
We use it to both create a library and create a save file.
