The GO SERVICE command / menu is not limited to certain OS/400 versions, but 
you do need to have Service Director installed.  To determine if Service 
Director is installed, type DSPSFWRSC and look for Resource ID 5798RZG.

If you do not have it installed, you can contact your IBM CE (assuming you have 
a valid support contract with IBM) and have them load it for you - it is a no 
charge feature if you have a support contract with IBM.

As far as the CHGSD command - this may be limited to certain OS versions.  I 
could not find it on my V3R2 system or on my V4R1 system.

The nice thing about Service Director is that it can be configured to 
automatically call out to IBM if the system encounters certain problems or you 
can use it to report problems on your own.  Also, it gives you the option of 
having some PTFs automatically downloaded to your system.
