Use STRREXPRC - start rexx procedure

I love REXX. We had a slow period in IT a couple of years ago and I
decided to learn this free language. I had written several games for
the AS/400 in REXX and then it came in extremely useful when we were
"cracking" tapes from other hardware/software platforms.
