I had a similar problem one time, and I think it was with Client Access. IBM was fairly clueless as how to get it installed. Playing around I found out what the problem was. When you install a product, there are 2 pieces that actually get installed, the program, and the language files. For some strange, unknown reason the program would not install with the language files. The program would not install without the language files on the system. The solution for me was to first install the language files, then go back and install the language programs. Called IBM and told them, and they issued an APAR on it. This happened for one specific set of install tapes during a specific date period. Might be the same type of situation, I don't know, but it's worth a try.
