Yes, it is.  In India.  Unfortunately, many companies bring people from India 
(and Pakistan, and China, and Sri Lanka, and...ad infinitum...) to _THIS_ 
country and _STILL_ attempt to pay them that kind of money.  If the new 
arrivals complain (which they often don't, because even the most heinous of 
conditions here is usually better than the best at home), their sponsor 
threatens to yank their green card.  The result is the exploitation of the 
new arrivals, at the expense of people that are already here.  Hire someone 
overseas?  Sure.  Hire them here for an overseas rate?  NEVER.  

People of equal talent that emigrate to this country deserve to be paid equal 
money despite their roots.  To do less merely invites the further speculation 
and resentment of those in our society who insist that "Dem daggone ferners 
be takin' our jobs."  Even when these same people couldn't, or wouldn't, do 
the jobs that they accuse the "ferners" of taking...
