You may wish to look for the CPF message that is issued when you go into a restricted state. I wouldn't trust the QINTER, because many people enter that subsystem for nightly backups, but they are not in a true restricted state. If you were going to look at only a subsystem, I would look for QSYSWRK, and perhaps also check that the status of the controlling subsystem was ending (or is it ended). Best bet is the CPF message.
