SNA sense codes:
084B Requested Resources Not Available: Resources
named in the request, and required to honor it,
are not currently available. It is not known
when the resources will be made available.
6031 Transaction Program Not Available--Retry
Allowed: The FMH-5 Attach command speci-
fies a transaction program that the
receiver is unable to start. Either the
program is not authorized to run or the
resources to run it are not available at
this time. The condition is temporary.
The sender is responsible for subsequent
retry. This sense data is sent only in
FMH-7.
-----------------------------------
084C Permanent Insufficient Resource: Receiver
cannot act on the request because resources
required to honor the request are permanently
unavailable. The sender should not retry imme-
diately because the situation is not transient.
0000 For LU 6.2, Transaction Program Not
Available--No Retry: The FMH-5 Attach
command specifies a transaction program
that the receiver is unable to start.
The condition is not temporary. The
sender should not retry immediately.
This sense data is sent only in FMH-7.
For non-LU 6.2, no additional information
is specified.
Both point to problems with subsystem configuration -
no subsystem has routing entry matching incoming request.

No. There are Rally! sessions running which uses the communications
subsystem. Any other thoughts?
