Thanks to all who answered.  The SENDPA worked.

FWIW, both the PC and the AS/400 are behind a Netgear 56K modem router.  The 
modem dials my ISP and
uses NAT to provide internet access (OK, slow internet access) to my network.  
The router has an
internal IP address configured to allow IP traffic to my 400.

On the other side, the 400 is behind another netgear.  That router also has the 
400's internal IP
configured to allow traffic.

OK, so why does SENDPA work?

Is there a firewall or proxy between the two AS/400s? The PUT command
opens a separate data connection with the other system and there can be
configuration issues if one of these is in the picture. Also, the
default for FTP is passive mode, you might try using port mode instead.
