No, the DASD can not be Mirrored across an LPAR partition except with a cross system product like MIMIX. The IOP and disk all belong to an LPAR Partition, and while you can mirror within a partition, all disk including the load source for the Partition is available only to the partition. Only the base primary Partition running the LPAR Supervisor (Hypervisor ??) can influence the secondary partitions in any way. Yes, using some special LPAR support combined with the Opticonnect N/C (?) features of the OS you can do inter-machine (Partition) communication of all sorts.
