It happens at ALL times when someone else tries to use the UPDDTA
program on the file.  Whether anyone else is in it or not.  I have not ever
gotten another user to successfully browse the file using UPDDTA.  Although
I have really only tried 2 so far, myself and the other user.  And creating a 
new
account.

Yes, standard error message files.

Not sure where to look for that, but it does have a Format Level Identifier
that is not 0 (as I understand it, with level check *no the Format Level
Identifier is 0).

Not that I have found.
