There are some Work Monitor PTF's for V4R1/V4R2 to support QINACTITV:

V4R1:  SF47141
V4R2:  SF45391

I believe you also need current PTF SF57180 for Telnet at V4R1 as well (V4R2 has
Telnet updates as part of base).

You'll have to try this and see if it helps.
