Actually, people are allowed to talk to each other...

Most accounts I have been involved in allow email only...
This seems to be on the increase...

If an employee had a solid reason to be on the web, they are allowed,
but as a rule, email only.

Very few clerical personel in a insurance company have a good reason
to be on the web during business hours. In the industries I am involved
in(insurance,distribution,banking) web surfing is NOT done at work....
