QTCP is the user name, and QTFTP00299 is the job name.  I am guessing that
your procedure grabs the current id and job and tries to grab a spooled
file.  

Can you find this spooled file with the same user ID and job name and job
number shown here?  You didn't mention this (or I didn't read it.)
