That is the way it has always worked (I know back to V3R7 for sure) when you
do option 8 on a job that is waiting on a job queue to run.  We only know
this because a few years ago a user kept asking where their queries would
show "No inline data files".  We had no idea what they were talking about
because by the time we went and looked the job would be running.  They would
cancel their query and resubmit it whenever they saw this message.  We only
discovered it one day by someone helping this person with a query and seeing
that they did an option 8 on one that was waiting in a job queue to run. 
By the way, if you press F1 when on the Job Inline Data Files screen it
tells you that this is what appears when you select option 8 and the job is
still on the job queue.
