Evan, I had a similar problem last week upgrading to the new version of WebSphere. The frustrating part was that the apar was not cross referenced to the message ID, but to the return code in the message. Anyway if you go to the WebSphere AS/400 web page you will find the "special instructions". In my case I was able to identify and correct the problem. I do think the PTF package that upgraded me up to the new version of WebSphere could have at least referred to the "special instructions". I did receive a misprinted PTF cover letter so it is possible that the instructions were dropped, but the odds are slim. Thos PTF's sound famiiar (I'm not at work) I think they are the ones I have on JC1. Yes I *now* have all the required bits of JV1 installed.
