Carl, I currently use a utility called NetLaunch that may provide what you are lookng for, or a reasonable facsimilie thereof - at the very least it offers the option of disconnecting based on traffic volume, so this may help. Note that I haven't tried this facility. I have also used another dialler called DUNCE that had lots of funky features. It may also offer what you are looking for.
