Well, every time I IPL I get a message that Performance Monitor isn't
running because I haven't started a performance collection.  Or something
like that.  Yes, I believe that the Performance Monitor just monitors the
files that the performance collection makes.

Check your QSYSOPR message log, you should see something to that
effect.

I am not positive on this one, only 99.44% sure.
