Roger,

Although it does not appear to be Dave's reason... one circumstance would be
to reduce the potential security exposure of running programs that adopt
authority.  (In other words, you want to ensure someone does not slip their
version of a called program higher in the library list.)  This could be
avoided by doing a hard-coded, qualified call:

CALL  SECURELIB/THEPGM
CALL  SECURELIB/OTHERPGM

But that gets pretty ugly.  

So one alternative is:

GETPGMLIB &lib             (somehow, as discussed in the other emails,
assuming lib is secure)
CALL  &lib/THEPGM
CALL  &lib/OTHERPGM
