It sounds to me like your system is set up to automatically IPL when power is restored, and since it was an abnormal end it is probably rebuilding access paths and such. There is an option, somewhere, to say whether to bring up QINTER ass soon as it can, or to wait til access paths are rebuilt. I would think it should be fine after all the access paths are rebuilt. Check QSYSOPR and see if it did an IPL, and there should be a message a little farther down stating it's rebuilding the access paths.
