2,147,483,646 is indeed an architected limitation of the AS/400.

We bumped into it with journal entries-- the sequential journal entry
number hit 2,147,483,646 and MIMIX came to a screeching halt.

At the time, we couldn't rollover the journal and reset the sequence
number.  We had to end all of the jobs that were trying to write to the
journal.

IBM eventually created a PTF to allow rolling over and resetting the
sequence number.
