The system time (or just for short) 'time' is retrieved in several ways. 
RTVSYSVAL in CLP, TIME or *TIME in RPG, *TIME in DDS etc.

Just like the various date simulation tools you might be able to put a hook on 
theese routines. But I guess it is just as easy to create your own short API to 
get the time and use FNDSTRPDM to locate where to use it. Make this API so that 
it is simple to switch between 'return true time' and 'return fake time' and 
make this function job dependent.
