As long as he's not allocating it in one job and attempting to clear it in
another I don't think this should be a problem.

Why are you placing a lock on the member before you are trying to clear it?
This is most likely the problem.  CLRPFM can't get a lock on the member
because you have already locked it using ALCOBJ.
