I get a check in the mail each week for $4000.   No letter, nothing.  Just a
check.   In very small print on the back of the check (which sometimes is
almost invisible) the check states that I am taking a cache advance on my
Visa.

Still, I would rather this be legal and let the resposibility be in the
hands of the consumer, rather than in the hands of the government.  Uncle
Sam is too close to my big Brother
