Host dials 5394

I have a customer who recently found that a dial connection he
had with a remote office(29 miles) was going to cost him $ 795
per month, but if the 400 made the call to the 5394, his local
phone company would only charge him $ 175 per month... It has 
somthing to do with crossing phone company areas of service....

I have done a "ton" of remote dial to the host, but I have
never had any reason to set one up with the host making the call...

The 5394 manual is very little help("Have host make call") and
have 5394 in a ready state.......

I assume I need to change my config specs, but what does the 
operator need to do in order for the 400 to make the call ????

I feel sorta dumb but I think I have only seen this once many years
ago....
