Hello Mike,

Yes there is a better way.

If you want to do all the work yourself:
You can use the List Signed on Users API (QEZLSGNU) to fill a user space with 
signed-on users.  
You can subset the list by user name and/or device name.

If you want someone else to do the work:
You can use the Send Message API (QEZSNDMG) to send a break message to a list 
of users or 
display devices.

These APIs are described in the Operational Assistant API manual -- part of the 
SPIR -- 
available on the softcopy CD.
