It is the server job for Management Central in Operations Navigator.

You can start it with  "CALL QSYS/QYPSSTRS"
  and end it with   "CALL QSYS/QYPSENDS"

(Thats in V4R2 and V4R3).

With V4R4, it is a TCP server job, use  STRTCPSVR  *MGTC and ENDTCPSVR *MGTC
