Forget my previous note on what API changed in V4R3.  Given the tool
name of SCNMSGF I assumed it might be QMHRTVM; and sure enough there
was a bug in QMHRTVM where the offset returned was 1 greater than it
should have been.  This was fixed/PTFed to the various releases last
year, and here are the PTFs:

VRM310  SF51811
VRM320  SF51812
VRM360  SF51814
VRM370  SF51813
VRM410  SF51815
VRM420  SF51817

The fix, as you can probably guess, was in the base for V4R3.

Sorry for the problems this bug introduced; but with the above PTFs
you can now get the "correct" behavior on all of the various releases.
