Well, you can write to sockets.  Open port 25, send "HELO" and hostname,
send "MAIL FROM: " and email address of sender, "RCPT TO: " and list of
receiver email addresses, "SUBJECT: " subject line, stream any message,
put a period (".") and send "QUIT".

You just sent mail.

I have actually written a Java program (other client) that did this and
could be invoked from an AS/400 program.  You could too.

Or look at packages.  The packages are usually built for delivery of
whole spool files.
